History of the China MSA
China MSA, under the lead of Ministry of Communications, is in charge
of water security management and prevention of vessel-induced pollution,
survey of ships and off shore installations and navigation safeguard
management and enforcement, and fulfills the function of transport
security.
The main functions of China MSA:
- Study out and implement water security management and prevention
of vessel-induced pollution, survey of ships and off shore installations,
and guideline, policy, statute and technical criterion of nautical
security.
- Manage water security and prevent vessel-induced pollution.
- Supervise security management system and security operation
of shipping company.
- Fulfill the obligation of supervising "flag state"
and "port state" and safeguard China's sovereignty.
- Be in charge of training, testing and issuing certificate of
seafarer and pilot.
- Be in charge of navigation order & environment and safeguard
navigation.
- Organize and instruct maritime search & rescue, investigate
maritime accident and lawfully deal with peccancy.
- Organize to implement international maritime treaty.
- Be in charge of daily affairs of China Facilitation Committee
and China Maritime Search & Rescue Center.
